How to Apply for Succession Certificate Through NADRA
Apply at a NADRA registration center with the deceased's death certificate, CNICs of all legal heirs, and a Family Registration Certificate (FRC). NADRA's succession certificate identifies legal heirs for property transfer and bank account access. Fee: approximately Rs. 3,000-5,000. Processing: 30-60 days.
What Is a NADRA Succession Certificate?
When someone passes away, their bank accounts are frozen, property can't be transferred, and financial assets can't be distributed until legal heirs are formally identified. The NADRA succession certificate does exactly this — it's an official document listing all legal heirs of a deceased person with their shares under Islamic inheritance law (for Muslim decedents) or applicable personal law.
Important distinction: NADRA's succession certificate is separate from a court-issued succession certificate. Both serve similar purposes, but the NADRA version is faster and cheaper. Courts still issue succession certificates, and some institutions (particularly older banks and large property transactions) may prefer the court version. However, for most everyday purposes, the NADRA certificate is accepted.
Documentation for Succession Certificate Applications
— issued by the hospital, union council, or registered with NADRAApplication Process
- Obtain the death certificate. If not already registered, register the death with NADRA at any registration center. This creates the official record.
- Get an FRC. Apply for a Family Registration Certificate of the deceased — this lists all registered family members and helps identify heirs.
- Visit NADRA with all heirs. All legal heirs (or their representatives with power of attorney) should visit the NADRA center together if possible.
- Submit the application. Fill out the succession certificate form, attach all documents, and submit.
- Verification period. NADRA verifies the heir information against their database. A 30-day public notice period may apply to allow any objections.
- Certificate issuance. After verification and the notice period, the succession certificate is issued listing all heirs and their Islamic law shares.
Need the FRC first? See how to apply for Family Registration Certificate. For death registration with NADRA, visit any NADRA center with the hospital death certificate and deceased's CNIC.
NADRA Succession vs Court Succession Certificate
| Aspect | NADRA Succession | Court Succession |
|---|---|---|
| Processing time | 30-60 days | 3-12 months |
| Cost | Rs. 3,000-5,000 | Rs. 10,000-50,000+ (lawyer fees) |
| Accepted by banks | Most banks | All banks |
| Property transfer | Accepted for most transfers | Universally accepted |
| Dispute resolution | No — NADRA issues based on family records | Yes — court can adjudicate disputes |
| Required for contested cases | No — only for undisputed succession | Yes — mandatory if heirs disagree |
Use NADRA's certificate when all heirs agree on the distribution. Use the court certificate when there are disputes, contested claims, or when a specific institution insists on a court order.
Common Succession Certificate Challenges
- Not all heirs agree. NADRA's process requires consensus among heirs. If any heir objects or claims exclusion, the case must go to court instead.
- Missing death registration. If the death wasn't registered with NADRA, you'll need to register it first — which requires the hospital death certificate or a union council registration.
- Heirs living abroad. Overseas heirs can authorize a representative through a power of attorney attested by the Pakistan embassy in their country.
- Minor heirs. Minor children require a legal guardian (usually the surviving parent) to represent their interests. The guardian's CNIC and relationship proof are needed.
Complete heir declaration is critical. Deliberately excluding a legal heir from the succession certificate is fraud. NADRA cross-verifies against family records, and excluded heirs can challenge the certificate in court. Ensure all legal heirs are listed honestly.

Ideally yes. If some heirs can't attend (abroad, ill, etc.), they can authorize a representative through a power of attorney. For overseas heirs, the POA must be attested by the Pakistan embassy.
