Larger pipes = higher fixed monthly charge, regardless of how much water you actually use. Sewerage charges are typically 60% of the water charge, added automatically.

This system has pros and cons: you never get a surprise high water bill, but you also have no financial incentive to conserve water. Some cities (particularly Lahore) are gradually introducing metered water billing in new developments, which charges based on actual consumption.

When to Pay Attention to Your Water Bill
